The European Agreement Concerning the International Carriage on Dangerous Goods by Road governs the transportation of dangerous goods across borders. (ADR). The 2009 Edition will be used starting on July 1, 2009. National transportation must comply with the ADR rules in all EU Member States. As of January 1, 2010, ADr will incorporate new regulations for the transportation of hazardous materials through road tunnels.
The five divisions
Five different classifications have been ascribed to road tunnels. Following a risk assessment that takes into account the availability and feasibility of alternate routes and transport modes, each tunnel will be classified to one of many categories.
The categories are:
A. no restrictions
B. limitations for items that could cause a massive explosion
C. limits for commodities that could result in a massive explosion or harmful release
D. limits for commodities that could cause a huge fire, a large explosion, or a discharge of poisonous substances
E. prohibitions on all potentially dangerous items
